- Be current members of NYCC

- Assist in recruitment, interviews and selection

- Provide daily supervision and support

- Provide office space, budget and equipment

- Pay cost-share or tiered administrative fee

- Sign Memorandum of Understanding with NYCC

- Comply with CNCS regulations governing suitable VISTA projects and members
